Sorry for your housing trouble. A very nice EOC. We have a very large one in Austin, Texas. All orders come from the governor  and assets are strategically placed at least 72 hours before hurricane is due to hit. All highways use both sides for North Only travel. Red Cross mans the local high schools with clinics food clothing shelter. Churches in the state have members sign up in advance how many people they will take in and for how long.  Cars usually try to get gas at the same time. So tanker trucks were place along their route to northern destinations.  One other thing your EOC  may want to consider IN ADVANCE. Incubators. When the barometer drops so do the babies. I was a nurse when one such event happened. 3 to 5 babies in a shift was normal But 6 an hour for 3 days had everyone scrambling for supplies.  See IF the EOC is going to upgrade to an O.R.I. supply system "Operational Ready Inventory" Flooding supplies are different from fire or radiation damage etc. Send me a note if any questions.
