Excuse me for breathing but I thought flood mitigation was the focus of this group. redirect flood waters to low elevation basins. (new reservoirs). Then massive composting operations state wide. Plant trees and use the compost with seasalts. Remember each average tree will uptake and respire up to 300 gallons of water a day. Can live on one gallon a month. Entire state a tropical forest in 5 years. But yawl go on ahead and figure out how to spend money that don't belong to you.
