If you cover the ground with impervious materials, concrete, highways, housing etc then the rain water has no where to go. Green, Blue roofs, storm attenuation, then flows are manageable, and waters less contaminated. Rivers hmmm, depends on contamination levels and then you want to inject into the aquifer. Albeit much of the recharge comes with that risk.
