I like the way you think.  Soil microbiology, physical parameters, and most important the planting of trees will reduce flooding in general. But with some thought eliminate any danger to life or property. Most people for get a regular size tree will take in up to 300 gallons a day until nature tells it to go back to normal activities. respiration can be as slow as 6 months. (average)  A microbial balance in the soils will make soils healthy and their water retention is about 10 gallons per cubic yard.  Do the math. capacity to absorb-vs- volume of water in your area. If any flooding in past 10 to ??? 100 years, get an average compare to determined capacity add what you need. The Arbor foundation is fantastic for getting free trees for this purpose.  City, county , and state budgets have little to no outflow of funds.  Sensors are great on space missions. Redundant on rivers and any part of nature.
