An overall picture must include several items. 1 Agriculture. the direction of tilling should be slightly off the contour, and never up and down the slope.This reduces erosion and silting of the riverbed. 2 A competent drainage engineer should prepare a map showing water elevation of the river for a flood expected once in 100 years/ the height of the water at that flood flow determines the area which should remain clear of man made obstructions. 3 Never build in a flood plain 4 Layout a plan to protect or remove buildings existing in the flood plains 5 Most important MAINTENANCE ! It is easier and cheaper to maintain every year than to repair damage from a flood
