This appears to be the long term problem. People are taught to depend on governments to do everything for them. Just like a stage 4 heroine addict. Wait for an emergency and then complain some country or agency is not giving free stuff away fast enough. Or as in Puerto Rico liberal democrats slowed down relief, then stole it to give to their family and friends first and then tried to sell it to starving people. Exactly like liberals in our country do. Flood prevention, OTG off the grid, energy, food, potable water long term storage should be part of everyone's daily routine. No long lost secret of survival. Just ask your grandparents.  Maybe someone that does this for a living on a global scale.  If you do not ask. You will never know.
