A bit difficult to understand a "grazed forest". It is either a forest or a meadow for animal grazing. If you want more flood control you have a few options. 1. most obvious is to stop grazing on the meadows and plant trees there. Sheep will not graze near trees anyway. Sheep actually know the difference between ectothermic and endothermic fungi. For people that would be the difference between a jalapeno and a cucumber.  2. for existing trees all varieties apply RNA Archaea microbes to the drip area . This will help feed the trees loosen up the packed soil, increase soil depth, increase the root ball size which will increase flood water uptake faster. 3. when planting new trees apply the RNA Archaea microbes in the transplant whole. a) this will eliminate all transplant shock and conserve environmental dollars B) 40 years of testing has proven all plants will have a growth rate that is 3 times faster. C) Once a tree has a well established immune system it will be able to grow to its genetic potential. For flood control purpose this means the root ball system will be a minimum of 3 time larger and very thick. This is a double whammy. That tree can suck up water faster eg. rate of a coffee stirrer and a milkshake straw. Also the extended root system will reduce those area prone to mudslides by 90%.  Do any test of your own. Nature has been doing it for a few million years.  To be honest the funding spent on this already common knowledge could have been used to treat 500,000 acres of forest. Seriously.
