The Netherlands has a long history of PODER building. But they still bury their trash at dumpsites. Much of their land is below sea level. By composting their available trash and other waste they could easily build all low lying areas above sea level in 3 to 5 years, THEN get back to PODER projects at a much faster and one 10th the cost. Video must be 10 years old. He mentioned global warming. Waters have been dropping for the last 12 years. Pole ice packs are growing rapidly.

The Netherlands also has the longest history of sea level measurements. You can find it in public records, it shows a rise of 23 cm in the last 125 years. the last 12 years the sea levels have risen steadily.
Using waste and trash to rise the land? As most countries in the world the Netherlands are trying to recycle as much as posible. Dumping it is a last resort. And dumping waste on good agriculteral land is quite a wast, even if there was enough to rise all of the land.
All in all your reaction lacks insight in data, data-analysis, civil engineering and statistics (and more) And you probibly only visit the poles in the fall.....
